Ms Peng Haiying is the Chief Executive Officer of CCF. She brings over 20 years of leadership experience in the social service sector, specialising in child welfare and family support. As part of the NCSS Sunray Scheme, she previously served as Executive Director at SUN-DAC. At CCF, she drives strategic growth and sustainability, ensuring responsive and impactful service delivery. She holds a Masters in Social Work from NUS and is a champion of inclusive and family-centred care models.

Sherine Kerk
Ms Sherine Kerk is the Assistant Director of Finance at CCF. She has over 20 years of experience in audit, accounting, administration, and corporate governance. Prior to joining CCF, she held similar roles in sectors including township management, non-profits, and eldercare. At CCF, she oversees finance and serves as the Data Protection Officer. Sherine is a Chartered Accountant, and a member of the Institute of Singapore Chartered Accountants. She holds an ACCA qualification, widely recognised in global chartered accountancy.

Senior Manager
Khoon Chai Wee
Ms Khoon Chai Wee is the Senior Manager of the Practice Research Team at CCF. She is a registered social worker and therapeutic play practitioner with over 10 years of experience in psychosocial research and direct service. At CCF, she leads the Practice Research Team, facilitating engagements with service teams to inform evidence-based development. She advocates for the integration of research and practice to enhance service outcomes. She holds a degree in Social Work from NUS and a postgraduate certificate in therapeutic play skills.

Master Social Worker
Fion Yip
Ms Fion Yip is the Head of Community Services Team at CCF. She is a certified social worker, play therapist, and animal-assisted therapist with over 20 years of experience in the social service sector across Hong Kong, Australia, and Singapore. She initially supported children newly diagnosed with cancer and now leads survivorship care services. At CCF, she oversees the development of survivorship services, integrating her expertise in social work and therapeutic interventions to provide holistic care. She holds a degree in Social Work from Queensland University, Australia.

Junie Koh
Ms Junie Koh is the Senior Manager of Human Resources at CCF. She brings extensive experience in HR, having worked for many years in the commercial sector. At CCF, she oversees the full spectrum of human resource functions and is committed to aligning HR strategies with organisational goals. She holds a degree in Commerce and Human Resource Management from Murdoch University.

Deputy CEO
Koh Shukai
Mr Koh Shukai is the Deputy Chief Executive Officer and concurrently the Head of Community Partnerships & Communications at CCF. He has over 17 years of experience in policymaking, communications, philanthropy, governance, and nonprofit management. Before joining CCF, he led the Yellow Ribbon Project and managed the Yellow Ribbon Fund. At CCF, he provides strategic leadership across partnerships, fundraising, and communications. He holds a degree in Business Management and a Master of Nonprofit Management from SUSS. He also completed the Executive Programme for Nonprofit Leaders at Stanford GSB.

Woo Peiyi
Ms Woo Peiyi brings 21 years of experience in social services, spanning direct practice, policy work, and her role as an educator in Singapore and the United States. She specialises in group work and community development, grounded in the belief that communities are vital spaces for mutual support and recovery. At CCF, she leads the Direct Services team, ensuring impactful and responsive services for beneficiaries. Peiyi holds a Master of Science from Columbia University in the City of New York and advocates for community-led approaches that foster client-driven initiatives and long-term well-being.

Franky Peh
Mr Franky Peh is the Senior Manager of the Operations and Service Alliance team at CCF.
He has held leadership roles in operations and community engagement across public and private sectors. At CCF, he drives operational efficiency, leads facilities planning, and supports service expansion. His work ensures CCF’s community office meets the evolving needs of staff and beneficiaries. He holds a degree in Business Management from the University of Bradford.

Tan Choon Hui
Mr Tan Choon Hui is the Assistant Director of Information Technology (IT) at CCF. He has a strong background in technology infrastructure and cybersecurity. At CCF, he oversees IT operations, including system security, infrastructure management, and implementation of strategic IT solutions across departments. He holds a Bachelor of Information Technology (Computing).
